It's very easy to say it's ridiculous, but CSA can't just wave a wand and expect England to tour. From an England perspective, there are four series in each WTC once you've taken into account that realistically they'll be playing India and Australia in every cycle--and six countries to spread them round. So logically each of tnose countries can expect to play England around three times at most in eight years, and their needs all have to fit around each other.

Absolutely right, Dave. The WTC is a deeply flawed structured, but it IS a structure, sort of... and that's better than no structure. Sort of.
